The experts at Fourth Strategies partnered with the Government of U.S. Virgin Islands (GVI) to establish a portfolio of viable capital improvement projects for the Division of Capital Improvements at the Department of Public Works (DPW). The project aimed to identify and prioritize potential projects while providing high-level project management recommendations. Through conducting comprehensive interviews and analyzing data, consultants successfully organized 140 capital improvement project interviews across multiple agencies, creating a centralized USVI capital improvements data master. The team also developed a CIP Dashboard for Territory-wide and Agency-specific project reports and established a standard framework and tools for managing capital improvement projects. The recommendations provided have paved the way for the implementation of project management tools to enhance the performance of USVI's Capital Improvement programs.
